Christy Neill has over 13 years of executive experience in federal grant project planning, management, evaluation, and strategy in higher education and state education. Her dedication comes from the belief that opportunity can change lives, and it is her passion to continue helping organizations build pathways for greater social mobility for all. Her experience has included serving as the Executive Director of Grants Administration and Resource Development for the Maryland State Department of Education, as well as Director of Strategic Planning and Resource Development and Director of Special Projects for Academic Affairs with New Mexico Institute of Mining and Technology. During her tenure in higher education, all federal grants under her department passed a DCAA audit with zero findings. During her tenure in state education, she aligned the state of Maryland and all educational districts with the new code of federal regulations 2 CFR 200 and developed risk assessment and evaluation methods for all federal education projects in the state of Maryland. She has secured, managed, and evaluated over $100 million in federal direct grants. Grants have included Title V, Title III, NSF STEP, 21st Century Learning Centers, Gifted and Talented Centers, Early College Access, Title II, and TRIO – Upward Bound, Student Support Services, and Gear Up. Christy’s professional presentations have included Strategic Planning for Multiple Projects and Transformational Leadership. She is a member of the American Evaluation Association and is an active board member of the Maryland Coalition for Inclusive Education.
